It is a latin phrase that means "let the buyer beware" in the context of sale of property. In other words, it refers to instances when the buyer carries the risk of not doing proper due diligence when buying a product or service. If the buyer does not do due diligence, he/she will be responsible for whatever loss or damage that he/she incurs.
